You can register yourself to follow these simple steps. For registration on Cowin Portal should have 

1. Click on the registration link given below.
2. Now you will have to enter your mobile number. 
3. After entering mobile no. click on Get OTP button.
4. When you received OTP, enter it and click on verify.
5. Now you will be asked the details of person.
6. You can fill up to 4 person from one mobile no.
